Twilio is experiencing another partial API outage. We have cranked down our throughput to less than 5% of usual to limit damage.

We have now further increased throughput to 50% of normal, and continue to monitor closely. The current backlog on our side is around 75k messages. Twilio queues will also contain messages, not tracked by this number.
We have accrued a significant backlog of messages, after we cut our throughput from 100% to 9%. We are now cautiously ramping up throughout, raising from 9% of normal capacity to 22.5%. We will continue to ramp up, subject to communication with Twilio remaining reliable.

We have lowered throughput for some messaging services to offset potential delays in the Twilio Messaging API and will be monitoring the status updates from Twilio.
